Vector polygons in this data set represent bird nesting, migratory staging, and wintering sites. The point BIRDSPT data set contains sensitive biological resource data for wading birds, diving birds, gulls and terns in Lake Michigan. Vector points in this data set represent bird nesting sites. Species specific abundance, seasonality, status, life history, and source information are stored in relational data tables designed to be used in conjunction with this spatial data layer. These data sets comprise a portion of the ESI data for Lake Michigan. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. The ESI data were collected, mapped, and digitized to provide environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources. CREDIT: This project was funded by the U.S. Coast Guard (USCG) and National Oceanic and Atmospheric Administration (NOAA). NOAA Scientific Support Coordinator (SSC) LCDR Chris Duffy assisted in many aspects of the project’s completion. Nicolle Rutherford with NOAA’s Office of Response and Restoration (ORR), Emergency Response Division and Robb Wright with NOAA’s ORR, Assessment and Restoration Division, Spatial Data Branch reviewed and approved the final products. The biological and human-use data included on the maps were provided by numerous individuals and agencies. Conceptual Consistency A multi-stage error checking process, described in the above Attribute_Accuracy_Report, is used to verify both attribute accuracy and logical consistency throughout data production. This process includes multiple automated logical consistency checks that test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies, and SQL SERVER(R) to ArcGIS(R) consistencies. A final review is made by the ESI manager, where the data are written to CD-ROM and the metadata are written. After the data are delivered to NOAA, they are again subjected to a number of quality and consistency checks. In the process of checking for topological and database consistencies, new ID's and RARNUM's or HUNUM's are also generated, while retaining the original RARNUM or HUNUM stored as MAPRAR and MAPHUN, respectively. The new ID's are a combination of atlas number, element number, and record number. In addition, the value used to represent the element is modified to reflect the type of feature being mapped. In the case of an element that is normally represented by a point or polygon, a value of 20 is added to the standard element value for mapping of linear features. In the case where an element usually mapped as a polygon is represented by a point, a value of 30 is added to the regular element value. The RARNUM's are also modified to include the atlas number, so multiple atlases can be combined and RARNUM's remain unique. RARNUM's are redefined on an element basis, so "resources at risk" groupings will contain only a single element. HUNUM's are also modified to include the atlas number. Four main sources of data were used to depict bird distribution and seasonality for the BIRDS data layer: 1) personal interviews with resource experts from the U.S. Fish and Wildlife Service (USFWS), United States Geological Survey (USGS), University of Minnesota, Audubon Great Lakes, Great Lakes Coastal Wetland Monitoring Program (CWMP), Michigan Natural Features Inventory (MNFI), and the Department of Natural Resources of Illinois, Indiana, and Wisconsin; 2) vector digital datasets; 3) numerous published and unpublished reports; and 4) online sources, such as eBird. Birds displayed in this atlas include: diving birds, gulls, terns, passerines, pelagic birds, raptors, shorebirds, wading birds, and waterfowl. Species that are federally and state listed, and coastal nesting, roosting, and migratory staging locations are specifically emphasized. Shorebirds, diving birds, gulls, terns, raptors, and waterfowl were provided by various agencies via shapefiles, spreadsheets, primary literature, and expert local knowledge, and was supplemented with information from eBird. In general, data from the various data sources were compiled and either mapped to habitat, park or refuge, or specific locations, per expert recommendations. Colonial waterbird nesting areas- Numerous resource experts and agencies provided data sets and expert knowledge to facilitate mapping colonial nesting birds. The primary dataset used was The Fourth Decadal U.S. Great Lakes Colonial Waterbird Survey (2007-2010) generated by Cuthber and Wires from the University of Minnesota - Twin Cities (2013) and their subsequent modified surveys (2012 and 2018). In addition USFWS provided data from surveys conducted by S. O'Dell (Gravel Island and Green Bay National Wildlife Refuges, 2024) and J. Farkas (USFWS Piping plover surveys, 1992-2022). Additional survey data was provided by S. Beilke of Audubon Great Lakes (2020-2023). The majority of nesting colony locations were mapped as nest points. A few nest site polygons were included. Nesting concentrations were reported as maximum nest or nesting adults ("UP TO XX NESTS" or "UP TO XX ADULTS"). Species mapped using colonial waterbird datasets included: American white pelican, black-crowned night-heron, black tern, Caspian tern, common tern, double-crested cormorant, Forster's tern, great blue heron, great egret, herring gull, and ring-billed gull. Marsh birds - Numerous resource experts and agencies provided data sets and expert knowledge to facilitate mapping marsh birds. The primary dataset was data generated by The Great Lakes Coastal Wetland Monitoring Program (2014-2023) which combined wetland survey data from Central Michigan University and the University of Wisconsin Green Bay. Additional information included vector digital data on estimated marsh bird occupancy and marsh bird observations provided by S. Beilke of Audubon Great Lakes (2017-2024). Species mapped using marsh bird datasets included: American bittern, American coot, black-crowned night-heron, belted king-fisher, common gallinule, great blue heron, green heron, king rail, least bittern, marsh wren, pied-billed grebe, sandhill crane, sora, virginia rail, yellow-crowned night-heron, and yellow rail. Federally listed birds - Piping plover (FE,SE) were mapped using nesting data surveys and critical habitat from USFWS.
