This data set contains vector polygons representing coastal hydrography used in the creation of the Environmental Sensitivity Index (ESI) for coastal Louisiana and the Lower Mississippi River. The Hydro data layer contains all annotation used in producing the atlas. The annotation features are categorized into three subclasses in order to simplify the mapping and quality control procedures: GEOG for geographic features, SOC for socioeconomic features, and HYDRO for water features. This data set comprises a portion of the ESI data for coastal Louisiana and the Lower Mississippi River. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. The ESI data were collected, mapped, and digitized to provide environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources. The process includes a standardized data entry methodology, hardcopy data review by in-house and external resource experts, a final Quality Assurance/Quality Control (QA/QC) process, and multiple automated logical consistency checks. Quantitative data (such as densities, counts, abundances, or concentrations) provided by resource experts for inclusion in the data set may vary widely in attribute accuracy, depending upon the methodology used to collect and compile such data. Horizontal Positional Accuracy The hydrography data set was developed from pre-existing digital data and reflects the positional accuracy of these original data. The horizontal positional accuracy of the 1:24,000 USGS topographic quads should conform to National Map Accuracy Standards at scales of 1:24,000. See the Lineage and Process_Description sections for more information on the original source data and how these data were integrated or manipulated to create the final data set. Completeness Report These data represent linear and polygonal hydrography for Louisiana. Conceptual Consistency A multi-stage error checking process, described in the above Attribute Accuracy Report, is used to verify both attribute accuracy and logical consistency throughout data production. This process includes multiple automated logical consistency checks that test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies, and SQL SERVER(R) to ArcGIS(R) consistencies. A final review is made by the GIS manager, before the final Geodatabase and metadata are created. After the data are delivered to NOAA, they are again subjected to a several consistency checks, and processed into the final delivery format. The coastal Louisiana shoreline was derived from the integration of the Natural Resource Damage Assessment (NRDA) Shoreline Cleanup and Assessment Technique (SCAT) shoreline (2010); the U.S. Fish and Wildlife Service (FWS) National Wetlands Inventory (NWI) dataset (1973-2010); the National Geodetic Survey (NGS) national shoreline (2008); the National Oceanic and Atmospheric Administration (NOAA) Continually Updated Shoreline Product (CUSP) (1963-2010); and manual digitization at 1:4,000 from 2010-2011 BING aerial and 2011-2013 Google Earth aerial imagery. The most recent shoreline was utilized where available. The above digital and/or hardcopy sources were compiled to create the HYDRO data layer.
