        <gco:CharacterString>Original Product: These lidar data are processed Classified LAS 1.4 files, formatted to 16,033 individual 3000ft x 3000ft tiles; used to create intensity images, Bare Earth DEMs, and Highest Hit DSMs.

Original Geographic Extent: Seven areas in Oregon, covering approximately 4640 square miles. The seven areas are Beaver Marsh, Deschutes, Klamath, Malheur, Paisley, Siskiyou, and Sweet Home.

Original Dataset Description: The OLC Forest Practice project called for the planning, acquisition, processing and production of derivative products of the lidar data and was to be collected at a nominal pulse spacing (NPS) of 0.35 m. Project specifications are based on the U.S. Geological Survey National Geospatial Program Lidar Base Specification 2023, Revision A. The native projection is Oregon Statewide Lambert, units are in international feet. The native horizontal datum is NAD83(2011); the native vertical datum is NAVD88; (Geoid 18). Lidar data was delivered as processed Classified LAS 1.4 files, formatted to individual 3000ft x 3000ft tiles, intensity images, bare earth DEMs, and highest hit DSMs; all tiled to the same 3000ft x 3000ft tiles schema and mosaicked.

Ground Conditions: Lidar was collected between November 20, 2022 to June 22, 2023. There was minimal snow on the ground and the area was free of smoke and cloud cover.

This data was provided to the NOAA Office for Coastal Management (OCM) by DOGAMI (Oregon Department of Geology and Mineral Industries), for the purpose of making the data publicly available for custom and bulk downloads from the NOAA Digital Coast Data Access Viewer.</gco:CharacterString>

The obtained RMSEr value is multiplied by a conversion factor of 1.7308 to yield the horizontal component of the National Standards for Spatial Data Accuracy (NSSDA) reporting standard where a theoretical point will fall within the obtained radius 95 percent of the time.

For most of the AOIs in the OLC Forest Practice project area, the flying altitude was 2500 meters, the IMU error was 0.002 decimal degrees, and the GNSS positional error was 0.023 meters. Based on these parameters, this project was produced to meet 0.896 feet (0.273 meters) horizontal accuracy at the 95% confidence level.

The flying altitude was slightly higher during the November 20, 2022, acquisition for the Sweet Home AOI at 2532 meters, while the IMU error and GNSS positional error were the same as above. Based on these parameters, this portion of the project was produced to meet 0.907 feet (0.277 meters) horizontal accuracy at the 95% confidence level.</gco:CharacterString>

The NVA was tested with 128 independent check points located in open terrain and distributed throughout the project as feasible. These check points were not used in the calibration or post processing of the lidar point cloud data. Specifications for this project require that the NVA be 0.196 meters or better AccuracyZ at 95% confidence level. Vegetated Vertical Accuracy (VVA) is also to be computed from the classified las. The VVA was tested with 103 check points in Tall Grass, Forest, and Shrub. These check points were also withheld from the calibration and post processing of the lidar point cloud data and distributed throughout the project area as feasible. Specifications for this project require that the VVA be 0.300 meters or better AccuracyZ at the 95th percentile.

The 128 independent NVA check points were surveyed using the closed level loop technique. Elevations interpolated from the classified lidar surface were compared to the elevation values of the surveyed NVA check points. The RMSE was computed to be 0.083 feet (0.025 meters) resulting in an AccuracyZ at the 95% confidence level of 0.162 feet (0.049 meters). NVA AccuracyZ has been tested and meets the required 0.196 meter NVA at 95% confidence level using (RMSEz * 1.9600) for the classified lidar point cloud as defined by the National Standards for Spatial Data Accuracy (NSSDA) and herein reported using National Digital Elevation Program (NDEP)/ASPRS Guidelines. 

The 103 independent VVA check points were surveyed using the closed level loop technique. Elevations interpolated from the classified lidar surface were compared to the elevation values of the surveyed VVA check points. The RMSE was computed to be 0.306 feet (0.093 meters) resulting in an AccuracyZ at the 95% confidence level of 0.659 feet (0.201 meters). VVA AccuracyZ has been tested and meets the required 0.300 meter VVA at 95% confidence level using (RMSEz * 1.9600) for the classified lidar point cloud as defined by the National Standards for Spatial Data Accuracy (NSSDA) and herein reported using National Digital Elevation Program (NDEP)/ASPRS Guidelines.</gco:CharacterString>

1. Internal OCM scripts were run to check the number of points by classification and by flight ID and the gps, elevation, and intensity ranges.

2. Internal OCM scripts were run on the LAZ files to:

a. Convert from orthometric (NAVD88) elevations to ellipsoid elevations using the GEOID18 model

b. Convert from OR Statewide Lambert NAD83(2011) international feet coordinates to geographic coordinates

c. Convert from elevations in feet to elevations in meters

d. Assign the geokeys, to sort the data by gps time and zip the data to database and to AWS S3.</gco:CharacterString>
