These maps are developed utilizing Landsat Thematic Mapper imagery, and can be used to track changes in the landscape through time. This trend information gives important feedback to managers on the success or failure of management policies and programs and aid in developing a scientific understanding of the Earth system and its response to natural and human-induced changes. This understanding allows for the prediction of impacts due to these changes and the assessment of their cumulative effects, helping coastal resource managers make more informed regional decisions. NOAA C-CAP is a contributing member to the Multi-Resolution Land Characteristics consortium and C-CAP products are considered the coastal expression of land cover within the National Land Cover Database. Conceptual Consistency Tests for logical consistency indicate that all row and column positions in the selected latitude/longitude window contain data. Conversion and integration with vector files indicates that all positions are consistent with earth coordinates covering the same area. Attribute files are logically consistent. This dataset was created by NOAA's Ocean Service, Office for Coastal Management (OCM). C-CAP data sets have always been created using standardized and repeatable methods to ensure consistency across eras of land cover. The 2021 C-CAP land cover update cycle was different from previous approaches. The United States Geological Survey (USGS) produced its National Land Cover Database (NLCD) 2021 update prior to C-CAP updating the coastal areas, in addition to remapping all previous dates of their land cover, resulting in corresponding differences to existing C-CAP data holdings. A multi-step approach was taken to create new C-CAP land cover data sets, which included incorporating changes from the NLCD, ensuring C-CAP wetland consistency, and overall quality assurance to ensure the accuracy and quality of the resulting file. The first step was to isolate the changes from the NLCD land cover 2016-2021.The areas of change (differences between those two dates) were isolated and the land cover classification for 2021 were extracted, which provided the updated NLCD land cover classification for all change pixels. These new land cover calls were compared to the previous (existing) C-CAP land cover classification from 2016. Several logic based rulesets were then employed. This modeling helped to keep updated areas consistent with past C-CAP products and remove illogical changes that may have otherwise been the result. The output from that logic based modeling was then feed into a clump and eliminate procedure in order to remove change and class speckle, based on a 4 pixel (roughly 1 acre) minimum mapping unit. The end result of these three steps was a new 2021 C-CAP land cover product consistent with the classification scheme of past C-CAP mapping. 2024-10-15T00:00:00
