A pilot project entitled, "Develop a Spatial Management Evaluation Tool for American Samoa and Guamâ, branded Fish-BANC (Fish-Based Area Necessary Credit)." The data and model outputs focus on examining fish biological data around Guam and American Samoa, with outputs such as fish biomass, fish size, and fish spawning potential ratio (SPR). The priority fish species that were examined for Guam include: Chlorurus microrhinos, Chlorurus spilurus, and Naso lituratus, whereas the priority fish species that were examined for American Samoa include: Acanthurus lineatus, Naso lituratus, and Scarus rubroviolaceus. Data collection range varies 2000-20250929.
The goal of the pilot project, âDevelop a Spatial Management Evaluation Tool for American Samoa and Guamâ, branded Fish-BANC (Fish-Based Area Necessary Credit) by the U.S. National Oceanic and Atmospheric Administration (NOAA) and local stakeholders in Guam, was to develop a fisheries-specific spatial management evaluation tool for the U.S. territories of Guam and American Samoa, specifically to evaluate the contribution of marine protected areas (MPAs) to key fisheries management metrics. Working with local coral reef fisheries managers in Guam and American Samoa, @Orchard, LLC selected, in each jurisdiction, three priority coral reef fish species and two marine managed areas (MMAs), from among all outer reef MPAs, and assessed spatial patterns in population structure and reproductive potential. @Orchard collated and analyzed fisheries-independent and fisheries-dependent data and developed a Geographic Information System (GIS) framework to map existing spatial management features and overlay calculated fisheries management metrics, including spawning potential ratio (SPR). The results are informing the Jurisdictional Coral Reef Fisheries Management Plans (JCR-FMPs) currently under development in both Guam and American Samoa, by providing spatially explicit data on biological targets to assess current MPA designs and broader benefits, such as spillover effects.

Sampling and Analyzing Method: GUAM MICRONESIA CHALLENGE (MC) RIDGE-TO-REEF SURVEYS: Coral, benthic, and fish assemblage data were collected on reefs adjacent to 26 southern Guam watersheds during a 2020 to 2022 ridge-to-reef study. The goals were to investigate potential linkages between watersheds, fishing access, and the condition of ecological assemblages as measured from several key metrics of the coral, benthic, and fish assemblages (Houk et al. 2022). Survey locations were similarly located at the southern edge of each channel associated with watershed discharge. Five, 50 m transects were laid along the 8–10 m reef slope contour and field protocols followed previous studies designed to address statistical power needs for site-level resolution. Food-fish assemblages were estimated from 12 stationary-point counts (SPC) conducted at ~20 m intervals along the transect lines. During each SPC, the trained observer recorded the species name and the size of all food-fish within a 5-6 m radius for a period of 3 minutes. Food-fish were defined as acanthurids, scarine labrids, serranids, siganids, carangids, labrids, lethrinids, lutjanids, balistids, kyphosids, mullids, holocentrids, and sharks. Fish fork lengths were converted to biomass using coefficients from regional fishery-dependent data when available, or from FishBase when not available (www.fishbase.org).

Sampling and Analyzing Method: STEREO-VIDEO (SV) SURVEYS OF GUAM COMMERCIAL FISHES: This dataset was completed by the University of Guam Marine Lab with Brett Taylor as the principal investigator. These data represent repeat surveys of reef fish assemblages on outer reef slopes of Guam during two time periods a decade apart (2011/2012 and 2021; at this time, only parrotfishes annotated for the 2021 survey period) to investigate the effect of fishing pressure, habitat variability, and the two time periods on fish composition, size structure, and ecological function such as grazing potential in parrotfishes (Taylor et al. 2015, Taylor et al. 2022). The surveys were conducted using diver-operated stereo video across 17 fixed sites around Guam using 24-minute (2011/12) or 30-minute (2021) timed swims at two depths (6-10 m and 18-20 m) with the distance measured by GPS using a surface buoy, covering an average area of 1.1 hectares per site. Individual fish within 8 m in front and 2.5 m on either side of the camera trajectory were identified to species level, annotated by color phase (for parrotfishes and humphead wrasse, as most of these species have initial and terminal phases broadly associated with sex), and measured to the nearest mm fork length. The 17 sites span multiple MPAs as well as a wide range of environmental and anthropogenic factors (e.g., exposure, benthic substrate, fishing pressure, adjacent habitats) that are incorporated in the data set. The high amount of survey area at the site level facilitates detailed size structure analysis at the site level for the more common species (total size estimates exceed 15,000 observations).

Sampling and Analyzing Method: AMERICAN SAMOA CORAL REEF ECOSYSTEM MONITORING PROGRAM (ASCREMP): From the Coral Reef Advisory Group (CRAG) ASCREMP, we obtained annual, long-term fish and benthic habitat datasets (spanning 2006-2024) for 12 sites around Tutuila. We also obtained an extensive dataset, collected as part of the US Environmental Protection Agency (EPA)-funded Ridge-to-Reef integrated watershed management collaborative project between AS-EPA and the CRAG’s ASCREMP (spanning 2016-2020), for 28 sites around Tutuila (Comeros-Raynal 2019). For both datasets, underwater visual census of fish were conducted using the Stationary Point Count (SPC) method at ~20-m intervals along the benthic survey transect lines. During each SPC survey, a trained diver recorded the name and size (to the nearest cm) of all food fish within a 5-7 m radius for a period of 3 minutes. Food-fish were defined as acanthurids, scarine labrids, serranids, siganids, carangids, labrids, lethrinids, lutjanids, balistids, kyphosids, mullids, holocentrids,and sharks. A total of 12 replicate SPC surveys were conducted at each site starting at the 0-m mark and extending 20 m past the last transect line. Fish fork length estimates were converted to biomass using standard fish length-to-weight coefficients derived from regional fishery-dependent data when available or from Fishbase (www.fishbase.org).

Mean fish size site-based summaries were generated for each of the three priority fish species for American Samoa (Tutuila) and Guam. Mean sizes across each survey year for each site and for each species were calculated. Combining datasets is appropriate because size is less dependent on survey protocol, compared to biomass which can be more biased by survey protocol.

Sampling and Analyzing Method: SPAWNING POTENTIAL RATIO (SPR): To estimate variation in spawning potential ratio across space, we estimated fish size distributions from mean length values based on rasters of kriged mean length. We simulated post-recruitment size structures using a log-normal distribution following Heather et al. (2025), a common approximation for fish body lengths that ensures all values are positive and reflects the right-skewed nature of natural size distributions. For each mean size value, a log-normal distribution was parameterized using standard formulas relating the arithmetic mean and coefficient of variation (CV) to the distribution’s log-scale parameters. Specifically, for a given mean size L and CV, we first calculated the standard deviation as σ=L×CV, then used a transformation to obtain the log-normal parameters. Using these parameters, we generated synthetic size distributions by drawing 1,000 random samples per mean size from the log-normal distribution. This approach allowed us to reconstruct representative population size structures for a range of mean lengths without requiring full raw size-frequency data.
In this study, we fixed the coefficient of variation (CV) of fish size distributions at 0.2 to generate log-normal size structures from mean length values. While Heather et al. (2025) report a median CV of approximately 0.34 across over 3,000 reef fish populations, with most values ranging from 0.23 to 0.52, a CV of 0.2 produces a narrower, more conservative spread around the mean without excessive influence from the tails of the distribution. This is particularly useful to avoid representation of unrealistically large individuals, which can otherwise bias estimates of reproductive output and other derived metrics. A fixed CV of 0.2 aligns with common assumptions in size-based population models such as LBSPR and Beverton–Holt frameworks, providing a practical and standardize
