The final rule stated that the existing 1998 critical habitat designation, i.e., waters surrounding Culebra Island, remains in effect for the North Atlantic DPS of green sea turtle. The purpose of these data is to visually represent the critical habitat areas for GIS analysis and display. The source of land area used to erase was from the NCCOS project for coral and seafloor mapping. 2005-07-12T00:00:00 FR 46699 Vol. 63 No 1700 Sept 2, 1998 was reinterpretted and there is a map in the FR which shows that the islands weren't buffered, only Isla de Culebra. Projected base data to WGS-Mercator (units=meters), and buffered to 5.6 km. This buffer does not look like the FR, as it bisects Cayo Lobito.
